Impulsan en Argentina multar a quienes crucen la calle hablando por teléfono
BUENOS AIRES (AFP) – Cruzar la calle en la capital argentina hablando por teléfono o conectado a un MP3 podrá ser castigado con una multa de hasta 30 euros (unos 40 dólares) si prospera una iniciativa bajo estudio en la alcaldía para evitar accidentes de tráfico, informó el domingo la prensa local.
“En ningún caso el cruce (de calles) podrá realizarse utilizando teléfonos móviles, radios, equipos de reproducción de música, videos y videojuegos”, reza el texto que se persigue incluir en el Código de Tránsito de la ciudad para castigar las distracciones de los peatones al cruzar de acera.
Expertos cuestionaron la iniciativa por considerar que en realidad el peatón es un sujeto indefenso y que los verdaderos responsables de los accidentes viales son los automovilistas.
“No hay que criminalizar al peatón porque desde el punto de vista filosófico es el usuario primordial y privilegiado de la vía pública en la ciudad”, sostuvo Eduardo Bertotti, del privado Instituto de Seguridad y Educación Vial Bertotti, quien consideró por otro lado que la iniciativa “es una estupidez” por la imposibilidad de llevarlo a la práctica.
De la misma forma en que no se puede evitar mediante una sanción que un automovilista distraiga su mirada ante la falta extremadamente corta de una señorita o los bíceps de un peatón, tampoco se podrá sancionar una conducta peligrosa como hablar por teléfono al cruzar una avenida. “¿Qué van a hacer con los que no quieran pagar la multa? ¿Secuestrarle los zapatos?”, se mofó el especialista.
Según estadísticas de la ONG Luchemos por la Vida, dedicada a la seguridad vial, un 5% de los peatones cruza las calles hablando por teléfono. “Es una conducta desaconsejable, pero no se puede sancionar, con el mismo criterio habría que multar a los que cruzan sin mirar”, opinó Alberto Silveira, titular de la ONG.
